I believe our collective priorities are clear: agriculture,
irrigation and water resources, health, education, critical
investment in rural infrastructure, and the essential
public investment needs of general infrastructure, along
with programmes for the upliftment of SC/STs, other
backward classes, minorities and women and children.
The component plans for Scheduled Castes and
Scheduled Tribes will need to be revitalized. We will have
to devise innovative plans to ensure that minorities,
particularly the Muslim minority, are empowered to
share equitably in the fruits of development. They must
have the first claim on resources. The Centre has a
myriad other responsibilities whose demands will have
to be fitted within the over-all resource availability.

मेरा मानना है कि हमारी सामूहिक
प्राथमिकताएं स्पष्ट हैं- कृषि, सिंचाई – जल
संसाथन, स्वास्थ्य, शिक्षा, ग्रामीण बुनियादी
ढांचे में महत्वपूर्ण निवेश, और सामान्य
बुनियादी ढांचे के लिए आवश्यक सार्वजनिक
निवेश की जरूरते, साथ ही अनुसूचित जाति /
अनुसूचित जनजाति, अन्य पिछड़े वर्गों के
उत्थान के लिए कार्यक्रम, अल्पसंख्यक और
महिलाएं और बच्चों के लिए कार्यक्रम.
अनुसूचित जातियों और अनुसूचित जनजातियो
के लिए योजनाओं को पुनर्जीवित करने की
ज़ञरूरत है. हमें नई योजना लाकर ये सुनिक्षित
करना होगा कि अल्पसंख्यकों का और
खासकर मुस्लिमों का भी उत्थान हो सके,
विकास का फायदा मिल सके. इन सभी का
संसाथनों पर पहला दावा है. केंद्र के पास बहुत
सारी जिम्मेदारियां हैं, और ओवर-ऑल
संसाधनों की उपलब्धता में सबकी ज़रूरतों का समावेश करना होगा.
